COMMENT: Indonesia is a poor country. The WHO is forcing them to maintain money in their budget to fight bird flu. How much of this is extortion to keep the money flowing in--and out--of the country?
August 31, 2006: Indonesia Struggles to Contain Bird Flu http://www.voanews.com/english/2006-08-31-voa9.cfm International donors have been reluctant to commit funds. Donor nations have asked for details of how the money will be spent but the Indonesian government has so far failed to provide a plan. Indonesia also caused concern in August when it reduced its annual budget for bird flu programs from $57 million to $46 million. The World Bank said the cuts sent the wrong message to international donors. Under pressure from the international community, Jakarta has agreed to restore funding to its previous level. The U.N.'s Weaver says getting the virus under control in Indonesia will require sustained support from donors. ____________________________________
COMMENT: What do they know that we don't know?
August 21, 2006: Vaccines Must Keep Pace With Bird Flu Virus Changes, WHO Says. Officials at the Geneva-based health agency say that the world is now closer to another influenza pandemic than at any time since 1968, when the last of the previous century's three major outbreaks occurred. New variants of the H5N1 avian flu virus have emerged as the disease spread in birds across Asia to Europe and Africa during the past year, the WHO said last week. A pandemic based on one of these variants may not be protected by prototype vaccines being developed by about 30 companies worldwide. Most use a pilot vaccine derived from Vietnam about two years ago. ____________________________________
COMMENT: More definitive language that this pandemic IS going to happen, not "if" or "when"......seems they are really getting ready for this random event.
June 15, 2006: Bloomberg.com: Latin America ``Because the vaccine needs to closely match the pandemic virus, large-scale commercial production will not start until the new virus has emerged and a pandemic has been declared,'' the WHO said. ``Current global production capacity falls far short of the demand expected during a pandemic.'' ____________________________________
COMMENT: Replacing a high-level official is always unnerving. Could be better...but could be much worse. General Lee was called the "king of vaccination." Watch for his replacement and his back ground.
The World Health Assembly took a long time to get down to business following the untimely death of World Health Organization's Director-General Lee Jong-wook.

COMMENT: What in the world did they have to talk about for SIX days??? And what do they know that we don't now......
May 9, 2006: People's Daily Online -- UN calls for more efforts against possible bird flu pandemic Addressing the ongoing 114th Session of Inter-Parliamentary Union (IPU) meeting in Nairobi, UN Senior Coordinator for the Avian and Human Influenza, Dr. David Nabarro, warned that the virus could mutate into a strain that could spark a human pandemic. The six-day global conference has brought together about 1,500 delegates, including lawmakers and senior parliamentary staff.
Dr. Nabarro said the disease had caused billions of dollars worth of economic damage and the virus was likely to mutate into a more dangerous strain.

COMMENT: Dr Nabarro is the spokesperson from the WHO/UN who has repeatedly stated, It is only a matter of time before an avian flu virusmost likely H5N1 acquires the ability to be transmitted from human to human, sparking the outbreak of human pandemic influenza. We don't know when this will happen. But we do know that it will happen. --What do they know that we don't know?
Dr. David Nabarro, UN system senior coordinator for avian and human influenza, said last week that he was satisfied with China's efforts to fight bird flu and the United Nations expected China to contribute more still to the global fight with its experience and knowledge.

COMMENT: this is very frightening. We are very close to a global form of martial law. The can force this vaccine, newly made and marginally tested, and will have NO liability for its reactions.....meaning, it can contain anything.
The role of WHO and recommendations for national measures before and during pandemics
Page 27
5. Resolve liability and other legal issues linked to use of the pandemic vaccine for mass or targeted emergency vaccination campaigns, if not yet done.
Page 30, pandemic alert phase 4:
1. Facilitate deployment of a possible global stockpile or other resources, as well as of technical assistance.
2. Coordinate global interventions and assist in their implementation and evaluation.
3. Consider activating internal WHO contingency plan.
4. Identify needs and encourage the provision of international assistance to resource-poor countries.
Affected countries
1. Ensure highest levels of political commitment for ongoing and potential interventions/countermeasures.
2. Activate procedures to obtain additional resources; consider invoking emergency powers.
3. Activate overarching national command and control of response activities, either by formal means or de facto (close oversight of district and local activities).
4. Deploy operational response teams across all relevant sectors.
5. Ensure cross-border collaboration with surrounding countries for information-sharing and coordination of emergency responses.
6. Identify needs for international assistance.
Unaffected countries
1. Activate national pandemic contingency planning arrangements.
2. Reassess current state of preparedness using the WHO checklist for influenza pandemic preparedness planning and national tools; implement actions required to close priority gaps. 3. Identify ability to respond to requests for international assistance.
